Xu Binshi cited an example: as a company engaged in the remanufacture of auto engines and other spare parts, Jinan Fuqiang company imported waste engines of fire engines from the United States for remanufacture. As a result, the wholesale motivation was confiscated as "foreign garbage" as soon as it entered the country, and the enterprise was also fined

According to Xu Binshi's analysis, at present, the state manages remanufacture according to the manufacturing policy, which makes enterprises more restrained by the specific policies of the government. For example, the problem of value-added tax cannot be solved. If the value-added tax rate is 17%, manufacturers engaged in remanufacture basically have little profit space. For another example, enterprises need to remanufacture used engines, and the fixed number on the engine cannot be changed, so the engines produced after remanufacture cannot be circulated like normal commodities. In addition, foreign countries send used products to China for remanufacture, which is like "processing incoming parts". However, the current national policy is to treat them as "foreign garbage", which blocks the purchase channels of domestic remanufacturing enterprises engaged in foreign parts

"the overall policy is very good, but the supporting relevant policies are not sound enough. Of course, this is a process of gradual adjustment and improvement." Xu Binshi said that this situation may be improved to a certain extent after the formal implementation of the circular economy law. At present, the national development and Reform Commission has approved 14 enterprises as pilot projects for the remanufacturing industry in order to find out which policies need to be adjusted

He said that the current mechanical equipment is becoming more and more complex, and the degree of automation is getting higher and higher. The current high-tech maintenance and remanufacture is not a simple process such as replacing parts and repairing, but to integrate into the interdisciplinary disciplines such as engineering machinery, automatic control and material processing, so higher-level professionals are needed

"remanufacturing is inherently dirty and tired, so few people are willing to do it." Xu Binshi said that the first step in the remanufacturing process is to recycle and clean up waste machinery and equipment. There is a lot of grease in the cleaning process of these waste equipment, which makes many young people retreat from difficulties. In addition, the current wage system is also unreasonable. The wages of maintenance workers in foreign countries are higher than those of operators, while those in China are just the opposite, which also restricts the convergence of human resources in domestic remanufacturing industry

"if the waste products cannot be collected, the remanufacturing production of enterprises will have no batch advantage." Xu Binshi said that a large number of waste machinery and equipment in China are either recycled into steel mills and refined into the most elementary steel ingots, or flow to the countryside, which brings safety hazards to farmers' production and life, or become solid waste and are landfilled

liuweiguang, senior engineer of Sinopec Shengli Oilfield Equipment Management Office, said that there are generally three reasons for the low hardness of an enterprise: if there are only some small parts of the equipment that are old, many users will call to inquire how to install, debug or break down the hydraulic universal material testing machine after buying it back. Rather than spending a lot of money on Remanufacturing it, it is better to spend a small amount of money on new parts. Therefore, he suggested that society and enterprises should be coordinated, so that the remanufacturing industry can form a certain batch advantage. If there is no batch advantage, then the social organization cost of remanufacturing is relatively high

Liu Weiguang said that the key object of China's remanufacture processing should be the components of key equipment for some large enterprises. In addition, it should also be aimed at some parts that are widely used in society or used in a certain region. Only by remanufacturing these parts can we have higher added value. (Deng Jia)
